NOTICE TO PROPERTY OWNERS IN THE UNINCORPORATED AREA OF SUMTER
COUNTY, THE CITIES OF ANDERSONVILLE, PLAINS, AND DESOTO REGARDING
FIRE FEES


Property Tax Notices were recently mailed to all Sumter County Property owners. These
fees are for fire services for the above referenced areas of Sumter County. The fire
fees were applied in the following manner:

                        Fir 1      $50.      Per Parcel of property in excess of .5 acres plus
                        Fir 2      $100     Per House, Mobile Home, Residence
                        Fir 3      $150     Per Business, Industry, Commercial Building
                        Fir 4      $150     Per Tax Exempt Property – School, Church, etc.


If your property was previously in a Special Fire Tax District prior to 2010 Tax Bill, you
will notice that the mill rate is no longer charged on your tax notice as Fire D#. The
new fee system replaced the former millage rate levied in past years. Please review the
following Fire Fee Waiver or Reduction Process for Property Owners to exercise if you
feel that the above Fire Fees should not be applied to your property.



2011 CRITERIA FOR FIRE FEE WAIVER OR REDUCTION CONSIDERATION:


1. Property parcel that is under water, wetlands or determined not to be a buildable
lot due to environmental
factors and with no one contiguous portion of the lot to be more
than .5 acres of usable land.

2. Commercial Building, House or Mobile Home Structure is not in a usable state, there
are no utilities
 connected or are operating at a minimal level that would indicate that the
structure could not be used for its
 normal purposes. Buildings that are vacant, but are in
a usable state do not qualify for this exemption.


FIRE FEE WAIVER PROCESS

The above listed criteria are the only Commission approved reasons for
consideration of fee waiver or reduction. The 2011 Fire Fee Appeal Form
must be completed and filed at the Sumter County Board of Commissioner's
Office. The appeal forms are available on our web site at www.sumtercountyga.us
in the County News Center section and select  2011 Fire Fee Appeal Process

The appeal application is available and will be accepted in the Board of Commissioner's
Office Monday – Friday, 8–5 p.m. Forms may be filled out in the office, hand delivered,
mailed to P. O. Box 295 Americus, Georgia or faxed to 229-928-4503 (confirmation of 
receipt of fax will be the responsibility of the property owner). The Board of Commissioner's
Office is located on the Main Floor of the Sumter County Courthouse. If you have any

Request for fee waiver will be handled on an individual basis and any waiver of fees or
refunds will be limited to those qualifying factors approved by the Sumter County
Board of Commissioners. If a determination of eligibility for waiver of fees cannot be
determined by review of Tax Assessor Records and Code Enforcement and if other
substantiating data is required such as surveys, septic system approvals, utility records,
etc. then it will be the responsibility of the property owner to provide these documents
and any expenses associated with the production of these documents will be the
responsibility of the property owner. 


1. Appeals must be filed no later than December 1, 2011 for consideration of full
fees being waived or refunded on the 2011 Tax Bill. Appeals filed after December 1,
2011, but before October 1, 2012 will only be eligible for partial refunds.


2. Appeals filed after the December 1, 2011 deadline will be eligible for only a proration
of fees based on Month when the appeal was filed. i.e. if a person files an appeal in
February 2012, requesting a refund of $100 for a house that is uninhabitable, then if it
is verified and approved by staff, then the refund would be $75 – a reduction of 3 months
pro-rata fees.


3. No appeals for refund of 2011 Fire Fees will be accepted after October 1, 2011.

ADJACENT MULTIPLE PARCEL ADJUSTMENT OPTIONS FOR FUTURE TAX YEARS
If a single property owner has multiple parcels that are adjacent to one another and
the owner would like to request to combine these lots; then the property owner must
visit or call the Tax Assessor's Office after January 1, 2012 but before April 1, 2012 and
request that the lots be joined.  If this is granted, then any reduction in fire fees as a
result of having a fewer number of lots would apply for the tax year 2012.  There
will be no retroactive refunds for the 2011 tax year if properties are joined in 2012.
