The Sumter County Board of Commissioners is currently accepting resumes for the position of:


FINANCE
PROCUREMENT TECHNICIAN


This position will be responsible for performing various bookkeeping and accounting functions of a skilled and responsible nature. In addition to bookkeeping and accounting functions, this position will be responsible for procurement of defined commodities and services for the organization. The position is under the direct supervision of the Finance Director.

Knowledge and Skills Required:

  • Generally Accepted Accounting Principles
  • Governmental fund accounting and budgeting principles and procedures
  • Governmental chart of accounts structure
  • Computerized systems for maintaining financial records
  • Computerized payroll, accounts receivable, account payable processing and reporting
  • Possess knowledge of Federal, State and local laws, ordinances and policies governing governmental procurement practices.
  • Skilled in writing bid specifications, Request for Proposals (RFP), Request for Qualifications (RFQ), Invitations to Bid (ITB), and Requests for Information (RFI) and other forms of solicitations, that meet all Federal, State and local laws, ordinances and policies.
  • Skilled in review and analysis of bid and solicitation results.
  • Must be able to work closely with Department Heads and Elected Officials on various procurement solicitations.
  • Skill in oral and written communication, decision making, maintaining accurate records and organizing data.

Minimum Qualifications:

  • Knowledge and level of competency commonly associated with completion of an associate degree in a course of study related to this occupational field.
  • Sufficient experience to understand the principle relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for two to three years.
  • Preference will be given to those applicants with governmental fund bookkeeping/accounting training/experience and governmental procurement practices training, knowledge and experience.

CHIEF CODE ENFORCEMENT OFFICER

The Sumter County Board of Commissioners is seeking qualified candidates for the position of Chief Code Enforcement Officer. Salary is commensurate with qualifications and experience.  This position directs the enforcement of the county’s building codes and zoning ordinances.  
Conducts inspections of residential and commercial construction, repair, or modification projects for compliance with codes. Duties include but are not limited to conducting inspections of ongoing construction, repair, or modification projects for compliance with zoning ordinances and land development regulations. Serves as the county’s Zoning Administrator. Enforces nuisance ordinance; observes residential areas to ensure general cleanliness; responds to and investigates complaints of code violations; notifies property owners or tenants by phone or in person when their property is not properly maintained. Notifies responsible contractor, subcontractor, engineer, architect, or homeowner of code violations and discusses possible options to correct violations. Conducts follow-up inspections to determine code compliance; prepares non-compliance cases for court proceedings. Performs inspections of existing structures for rehabilitation purposes; prepares oral and written reports. Issues citations for code and ordinance violations. Serves as the county’s federal floodplain manager. Performs on-site inspections of properties to determine compliance with various ordinances concerning litter and the demolition of unsafe buildings. Supervises, assigns, and evaluates the work of department personnel hires, disciplines, rewards, and terminates department personnel; approves annual and sick leave requests. Prepares the annual departmental budget; monitors expenditures under the current budget. Develops short- and long-range plans and goals for the department; determines project priorities in conjunction with the County Administrator and Board of Commissioners.  Conducts department meetings and training sessions; attends Board of Commissioners meeting as required. Performs other related duties.


Minimum Requirements include knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience. Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated. Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.

Prepares the annual departmental budget; monitors expenditures under the current budget. FACILITY MAINTENANCE WORKER

The Sumter County Board of Commissioner and the Sumter County Sheriff’s Office is seeking qualified applicants to fill the position of Facility Maintenance Worker. Salary is commensurate based on experience, qualifications and an equitable compensation and pay plan.

Purpose of this position is to supervise county inmate crews and perform a variety of skilled and semi skilled work in the maintenance, repair and minor upkeep of the Sheriff’s Office and LEC.  Duties include but are not limited to minor carpentry, plumbing, filter maintenance, light fixture maintenance and heating and air system maintenance.  Minimum requirements include high school education or its equivalent. One to two years experience in building maintenance including facility maintenance, facility repair and heating and air systems.  Must possess or be able to obtain a valid driver’s licenses issued by the State of Georgia for the type of vehicle or equipment operated.  Must pass P.O.S.T. Certification within the time frame required by this department, which is normally within six months of employment.
