SUMTER COUNTY BOARD OF COMMISSIONERS

FINANCE DIRECTOR (FULL-TIME)

The Sumter County Board of Commissioners is seeking qualified candidates to fill the position of Finance Director.  This position is responsible for directing the county's financial operations.

Major duties for this position include but are not limited to: hires, trains, assigns, directs, supervises, evaluates, and disciplines staff; supervises the management of grant funds (including records maintenance and reporting); manages financial investments; coordinates with elected and appointed officials and department heads to provide information, resolve problems, and provide financial direction; manages financial investments; coordinates with elected and appointed officials and department heads to provide information, resolve problems, and provide financial direction; attends Board of Commissioners meetings to provide reports, present budget reports and amendments, and to answer financial questions; prepares the annual operating budget; works with administration and department heads to project expenses and forecast revenue; present proposed balanced budgets for consideration and approval; develops and maintains internal controls; prepares and advertises five-year tax histories, prepares and computes roll-back millage rates and county millage rates; advertises and holds public hearings; monitors expenditures for all county departments; monitors revenues to ensure compliance with budgetary and management objectives; supervises payroll, accounts payable, accounts receivable, purchasing, grant management, records management, asset management, and other financial functions; reconciles bank statements to the General Ledger; oversees the preparation of bank deposits; ensures compliance with county cash management policies and authorizes cash and investment asset transfers.

Knowledge required by this position include but are not limited to:  knowledge of the principles and practices of business administration; knowledge of budget development and management principles and practices; knowledge of generally accepted accounting principles (GAAP); knowledge of relevant federal and state laws, county ordinances, and department policies and procedures; knowledge of computers and job-related software programs; knowledge of research and statistical analysis principles; skills in management and supervision, problem-solving, prioritizing and planning, interpersonal relations, and oral and written communication.

SUMTER COUNTY CORRECTIONAL INSTITUTE

CORRECTIONAL OFFICER I (FULL-TIME)

The Sumter County Correctional Institute is seeking qualified applicants to fill the position of Correctional Officer. Salary is commensurate with qualifications and experience. Duties and responsibilities include, but are not limited to supervising inmates, observing inmates' conduct and behavior, directing inmates during work assignments, patrolling the facility, and performing additional tasks as assigned.

Minimum requirements include completion of high school or equivalent. Possess or have the ability to obtain a valid Georgia Driver’s License. Must be at least 18 years old. Proof of these requirements must be submitted when applying for the position. Must pass P.O.S.T. Certification within the time frame required by this department, which is normally within six months of employment. LIEUTENANT (FULL-TIME)

The Sumter County Correctional Institute is seeking qualified applicants to fill the position of Lieutenant. This position is responsible for performing supervisory and administrative functions at the county correctional institute. This position may perform any combination of the following duties: supervises and monitors staff at the Correctional Facilities and maintains set standards for security; ensures daily shift activities are completed including sick call, resident recreation, barber shop, etc.; assumes command of the Corrections facility on night shift and exercises authority over the facility, personnel and activities on the assigned shift; conducts briefings at the start of each shift to inform subordinates of pertinent facts or resident incidents which may affect shift work; reviews or performs staff scheduling to ensure appropriate security at the facilities on all posts; administers random drug tests on inmates; assists in administering and supervising all aspects of the institution's inmate care and treatment services; oversees tool inventory control system; oversees the general inventory control system; inspects dormitory, kitchen, hallways, bathrooms, and other indoor areas; investigates all incident reports, disciplines unruly inmates according to the established guidelines and procedures; attends department meetings, seminars and training sessions; identifies staff training needs.

Knowledge required by this position includes but is not limited to: knowledge of the principles and practices of correctional institution administration (including safety and security); knowledge of supervisory techniques and procedures; knowledge of inmate care and treatment services and procedures; knowledge of applicable federal and state laws, local ordinances, and department rules and regulations; knowledge of Georgia Department of Corrections Standard Operating Procedures; knowledge of inmate rights; skill in interviewing and interrogation techniques, supervisory techniques, observing and supervising inmates, performing mathematical calculations, observing, gathering and preserving evidence.

Minimum qualifications include but are not limited to: knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education; experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years' experience or service; possession of a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated; possession of or the ability to readily obtain certification by the Georgia Department of Corrections. Major duties and responsibilities include, but are not limited to serving as Administrative Duty Officer; supervising institution staff and inmates on an assigned shift; ensuring compliance with institution operating procedures and inmate rules; conducting roll call and shift briefings; responding to medical and behavioral emergencies; resolving situations in accordance with policies and procedures; directing the work of personnel; ensuring the safety and security of the prison by monitoring inmate location, movement, and behavior; coordinating and conducting inmate counts; training, assigning, directing, supervising, evaluating and disciplining personnel.

Minimum knowledge required by this position are: knowledge of modern corrections facility operations principles, supervisory principles and practices, Georgia Department of Corrections rules and regulations, building security principles, inmate labor laws and county work detail policies and procedures; skill in planning, organization and decision making; maintaining records and preparing reports, oral and written communication; skill in the use of firearms and restraint equipment.

SPECIAL OPERATIONS OFFICER (FULL-TIME)

The Sumter County Correctional Institute is seeking qualified applicants to fill the position of Special Operations Officer. Under supervision, the major duties include but are not limited to: maintains custody and security of prisoners and other incarcerated offenders and maintains order in correctional institutions and other places of detention; acts as first responder to all emergencies inside the facility and on the facility grounds; investigate any and all violations of departmental policies and/or state laws; enforces all institutional policies, rules, procedures and regulations; enforces rules, regulations and state laws necessary for control and management of offenders and the maintenance of public safety; escorts offenders in transit and during temporary leaves; guards facility entrances in order to screen visitors; maintains order, discipline and security within assigned areas in accordance with relevant rules, regulations, policies and laws; observes conduct and behavior of offenders; oversees offenders during work assignments, meals, and recreation periods; responds to emergencies; conducts routines and unscheduled searches of the facility and offenders for contraband; transports offenders to and from correctional facilities; will be on call and respond to emergencies or activities deemed necessary by the Warden, Deputy Warden of Security or the Administrative Duty Officer.

SUMTER COUNTY FIRE DEPARTMENT

CERTIFIED FIREFIGHTER (FULL-TIME and PART-TIME)

The Sumter County Board of Commissioners is seeking qualified applicants to fill the position of Certified Firefighter full-time. Salary is commensurate with qualifications and education/experience. This position drives, operates and maintains fire equipment and apparatus to mitigate fire and other emergency incidents. Responds to alarms and assists in the suppression of fires, including rescue, entry, ventilating, and salvage work; assumes command at emergency scenes until relieved by a superior officer; directs emergency operations until relieved by a superior officer. Operates and participates in the maintenance of a variety of equipment, tools, and apparatus; troubleshoots and resolves problems. Maintains the inventory of tools and equipment on apparatus; conducts daily inspection of apparatus; performs routine maintenance on vehicles, apparatus, and equipment; reports mechanical failures when assistance or repair is warranted; performs minor repairs and may assist on major repairs. Maintains current knowledge of county roads, geography, and water system; tests fire hydrants. 

Minimum requirements: knowledge, and level of competency are commonly associated with the completion of specialized training in the field of work, in addition to basic skills typically associated with high school education. Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years of experience or service. Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated. This license is required to be upgraded to a Class F license within 90 days of the hire date.  Ability to meet current requirements set forth by the National Fire Protection Association and the Georgia Firefighter Standards and Training Act. Be at least 18 years of age, not have been convicted of a felony in any jurisdiction within ten years prior to employment, have a good moral character as determined by investigation under a procedure approved by Human Resources, be fingerprinted and a search made of local, state and national fingerprint files to disclose any criminal record (Criminal background check). SUMTER COUNTY JUVENILE COURT

DEPUTY CLERK AND PANEL COORDINATOR (FULL-TIME)

The Sumter County Juvenile Court is seeking qualified candidates to fill the position of Deputy Clerk and Panel Coordinator.  This position is responsible for providing clerical and customer service support for the Southwestern Judicial Juvenile Court Circuit operations and for coordinating the citizens' panel judicial review program.  

Major duties for this position include but are not limited to procures and maintains all official case and judicial panel review records for each juvenile review; enters data for juvenile case files; provides clerical support for court operations; creates and updates panel files; creates a summary of recommendations from case plan; schedules case review dates and times; mails notification letters to all parties invited to panel review; travels to six counties for court and panels; attends panel reviews and assists the panel in formulating panel findings and recommendations; distributes judicial citizen review panel recommendations to the Juvenile Court Judge, parents, and other appropriate agencies and parties; answers telephone and greets visitors; provides information and assistance; files all Juvenile, DFACS, HIPPA, Panel, a DJJ files; collects fines or restitution payments; balances accounts; responds to requests for information and records from Special Assistant Attorney General, Department of Juvenile Justice, attorneys, Court Appointed Special Advocate, Department of Family and Children’s Services, Public Defender, District Attorney, court reporters, families, etc.; assigns case numbers to court cases; transfers cases as instructed for Juvenile files and DFCS; processes informal adjustments and dismissals from DA; signs and processes summons and subpoenas; performs related duties.

Minimum requirements include: ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent; sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years; possession of a vehicle and possession of/or ability to readily obtain a valid driver license issued by the State of Georgia for the type of vehicle operated.

ZONING COORDINATOR AND PERMIT TECHNICIAN (FULL-TIME)

The Sumter County Planning and Zoning is seeking qualified candidates to fill the position of Zoning Coordinator and Permit Technician. This position provides technical support for the zoning application process and the processing of permits; assists the public in any zoning questions, concerns and/or other matters.

Minimum requirements include but are not limited to: answering telephone and greeting visitors, providing information and assistance regarding zoning matters and permits; receiving and processing building, manufactured homes, electrical, plumbing and HVAC permits; accepting and reviewing applications for zoning, land use amendments, conditional use, variances, appeals and special exceptions; compiles related maps and data; preparing legal advertisements, sending notices to adjoining property owners; preparing signs for display on property in question; assisting in the interpretation of zoning maps, plats, deeds and zoning ordinances, researching property in the tax digest; collecting payment for fees; issuing receipts, balancing cash receipts; making weekly bank deposits, maintaining related documentation.

CHIEF APPRAISER (FULL-TIME)

The Sumter County Tax Assessors Office is seeking qualified candidates to fill the position of Chief Appraiser. The position is responsible for directing the day-to-day operations of the Tax Assessors Office and understanding all aspects of the appraisal process. Minimum requirements include at least seven (7) years of managerial/supervisory experience in an assessors' office, capability to handle job responsibilities, including but not limited to field work and data collection and entry, computer skills, specifically WinGAP; strong interpersonal skills and the ability to relate to the staff, taxpayers, and the public. ASSISTANT CHIEF APPRAISER (FULL-TIME)

The Sumter County Tax Assessors Office is seeking qualified candidates to fill the position of Assistant Chief Appraiser. The position is responsible for assisting in directing the day-to-day operations of the Tax Assessors Office. 

Major duties include but are not limited to: oversees the field review of residential, commercial, and real property in Sumter County; handles all real property returns and appeals, including Board of Equalization hearings, arbitration, and Superior Court cases and mediation; processes real property split deed changes; directs office operation in the absence of the Chief Appraiser.

Knowledge required by the position including but not limited to: knowledge of the principles and practices of property appraisal, GAAO and IAAO standards, land development and building types, trends in the real estate market, relevant federal and state laws, county ordinances, and department policies and procedures; skill in supervising the work of personnel, problem-solving, prioritizing and planning, interpersonal communication and in oral and written communication.
